Facing the El Niño predicament early


WANTING to stay focused on journalism, this journalist-friend of yours has decided to remain on focus by being a part of this newspaper that seeks to revolutionize Pangasinan journalism! That publication, of course, is FOCUS. Its thrust can well be imparted via its acronym. FOCUS can stand for ‘Fair-Objec- tive-Courageous-Understandable-Straightforward’ journalism!

No less than the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) states that the country needs at least one strong typhoon to raise the level of water in the dams and alleviate the effects of El Niño. Come in Yolanda II! Or will it be a male-named typhoon to be called Yolando?

In praising the boy scouts movement, no less than Gov. Amado T. Espino Jr., emphasized that
scouting helps much in improving and developing communities. The problem, however, is that certain politicians and public officials are ‘scouting’ for ways of getting additional income surreptitiously!

Recognizing the need to do something about the expected entry of the El Niño phenomenon by next month and its subsequent effects until, the first quarter of 2015  a big group of farmers is set to make appeals for the implementation of a cloud-seeding thrust in Pangasinan -- especially above the San Roque Dam area. This early preparation seeks to ensure enough supply of water for power generation and irrigation purposes. The farmers’ group, of course, is the Samahang Industriya ng Agrikultura (SINAG) whose president is no less than Engr. Rosendo ‘Sendong’ O. So. The indefatigable Sendong is also the founder and chairman of the ABONO Party-List in Congress. “Hindi pa naman kritikal ang water level sa San Roque Dam, subalit may nakukuha na tayong mgareport, especially from PAGASA, na mag-uumpisang maranasan ang El Niño phenomenon sa buwan ng Hunyo at tatagal pa ng ilang buwan at maaaring hanggang sa susunod na taon,” So remarked in an interview at Kabaleyan Channel 17’s K’Balitaktakan morning talk show last week. He further explained that water from the dam situated at the upper stream of the Agno River is one effectivesource of energy for the Luzon Grid. Furthermore, all of the water coming out from the dam for power generation is ultimately utilized for irrigation purposes for the thousands of hectares of agricultural lands in Pangasinan. Truly, the role it plays is vital. But if the dreaded El Niño phenomenon unleashes its might, there may not be enough water in the dam for irrigation of the ricefields. This could wreak havoc on anything planted in these fields. In So’s view, there is a need to think of ways of offsetting the arrival of an expected enemy through appropriate weapons.
