Mannix hails unity and service of village chiefs

LA UNION - “Patuloy tayong magkaisa upang masiguro natin ang isang tahimik, mapayapa, maayos at maunlad na La Union.  Tandaan natin na walang progresibong Pilipinas at La Union kung hindi nagkakaisa at masigabong nanunungkulan ang mga Punong Barangay.” (Let us continue to unite so we could safeguard peace, harmony, and growth in La Union. Let us also be reminded that the Philippines, La Union included, won’t be progressive if its people don’t work together.)

This was how Hon. Manuel Victor “Mannix” R. Ortega, Jr., President of the Liga ng mga Barangay-La Union Chapter and Ex-Officio Member of the Sangguniang Panlalawigan, appreciated the unity and support of the Punong Barangays of La Union that contributed to the unprecedented progress and development of the province during the 7th La Union Barangay Congress held on July 22-25, 2014 at Supreme Hotel, Baguio City with the theme “Kapia ken Talna…Babaen ti Napudno a Panagserbi ken Panagkaykaysa.”

He also cited a report from the La Union Police Provincial Office (LUPPO) led by PSSUPT Ramon L. Rafael, confirming the excellent peace and order situation in the province.  For the 1st quarter of 2014, there were only 865 recorded crimes as compared to 2,017 of the same period last year, resulting to a dramatic decrease of 1,152.

During the same quarter of 2014, the La Union Police Provincial Office cleared 362 incidents or 80.98% out of the 447 recorded index crimes.  The police also cleared 113 incidents or 64.57% out of 175 incidents.  The LUPPO acknowledged the unity and vigilance of Local Government Units, especially the Barangays, in the realization of a peaceful and orderly La Union.  The institutionalization of Barangay Peacekeeping Operations has also created a solid Police Visibility in the community through Barangay Peacekeeping Action Teams (BPATS). 

This year’s congress included topics on Barangay Budgeting and Supply and Property Management presented by Dir. Virginia B. Karganilla of Department of Budget and Management-Region 1; Fund Management and Accountability, lectured by Dir. Lynn S.F. Sicangco of Commission on Audit-Region 1; Relation of La Union Disaster Situation to Philippine Disaster Management System and Barangay Governance and Disaster Risk Management care of Disaster Reduction and Management Officer Bobby B. Valdriz; and Community-Based Disaster Management and Hazard, Vulnerability, Capacity and Disaster Risk Management presented by Assistant Regional Director Imelda M. Acosta of Office of Civil Defense-Region 1. (Provincial Information & Tourism Office-La Union)
